The correct one to select is the one that is greater than the one on the bottom. So, if you have a two of diamonds on the bottom row and somewhere in the upper stack there is a three of diamonds, you will have to select the three of diamonds card if you want to progress. Of course, the cards don't necessarily have to be of the same suit, but you get extra points if they are of the same type.
If there are no cards in the upper stack that fit the criteria described above, you can always draw a new card from the stack and try again.
